Section 'A' of the survey instrument gathered information on each participant's view of himself or herself using an extremely simplified Myers-Briggs Type Indicator® (MTBI®) questionnaire. It was not critical to the survey, nor was it used to test the null hypothesis. It was intended to provide a snapshot of the basic distribution of MTBI® characteristics within the surveyed population and to confirm that the participants described themselves as having MTBI® characteristics typical of managers. Section 'B' of the questionnaire contained twenty-one questions pertaining to values applicable to strategy, tactics, personnel and finance. Some were general in nature and intended to generate a high degree of agreement between any managerial population, while others were sector specific. The Null Hypothesis that "There is no difference in the distribution of opinions between the public and the private sector samples" was tested for each statement. Statistical Analysis and follow-up interviews were intended to contribute to answering the following questions:

1.  Are there measurable differences in the value systems that public sector and private sector managers apply in the process of deciding on goals and objectives, especially in their view of the opposite group's approach to basic business issues?

2.  If these differences exist, do they pose potentially significant barriers to the efficient use of private initiatives to solve public sector problems?

3.  If the barriers are potentially significant, does the research offer insight into potential methods of removing or minimizing those barriers?
