Since 2008, the Equipment Support Plan has been constructed in a three stage process analogous to that used for the EPP, described in Section 6.2.60 However, the agencies responsible for the programming differ between in-service and new equipment: the support of new equipment is entirely the responsibility of the Capability Sponsor, whereas Front Line Commands (FLCs) are responsible for the maintenance and support of inservice equipment for the first four years of any plan. The Capability Sponsor is responsible for programming support of in-service equipment in years 5-10.
