As the Prime Systems Integrator the Commonwealth has, as a risk management strategy, undertaken a process of incremental contracting, by way of both new contracts and changes to existing contracts, for work packages as they are defined. This strategy results in varying base dates for work packages contracted by each contract change. This strategy applies to The Boeing Company and Raytheon contracts, as a result expressing real price increases/decreases at a total prime contract level in base date dollars is not feasible.
