Explanation

•  Schedule: Initial Service Delivery has not been achieved. Anticipate CN to consider Operational Release (FOC) of the entire upgraded capability December 2011. 

•  Cost:  The Project Office is confident that the FFG Upgrade will deliver within the approved total Project Cost but is not yet certain (Proven) as some contingency may be required to satisfy Navy requirements for Operational Release (FMR/FOC).

•  Requirement: Capability has been contract acceptance tested and achieved IOR. Demonstration Operational Test and Evaluation of capability completed end Aug-11. Analysis and report to be presented to CN for OR in December 2011. 

•  Technical Understanding: operation of the delivered capability has been transferred to Navy (occurred at IOR). Additional operator knowledge/understanding required for combat system elements identified during the NOTE period (completed August 2011).

•  Technical Difficulty: Technical solution design/integration contract acceptance tested and OT&E (completed end Aug-11) by Navy. Analysis and report to be presented to CN for Operational Release (proven) December 2011.
