2.1 Model Inputs - Assumptions & Values

Whilst there are a number of default value/ranges included in the model input tables below, ultimately all inputs need to be assessed, taking into account the specifics of the project.

Inputs should to a large extent be evidence-based4. Central Governmental Departments are encouraged to create databases containing project information which can be used to assist with determining values for future projects. This should enable Local Authorities to rely less on external advisors.

The tables below cover each Model input category. These are termed 'variables'. The variables correspond to the inputs in the 'Input-Assumptions' spreadsheet in the Model and follow the same ordering. Under 'observations' guidance is provided on how the values should be determined. Where appropriate a default value and or default range is provided. A default should
