Enacted in ISTEA and amended in TEA-21 and SAFETEA-LU, this program authorizes the imposition of tolls as part of any value pricing project and provides grants ($59 million during the SAFETEA-LU reauthorization period) for the implementation and evaluation of value pricing pilot projects that manage congestion using tolling and pricing. The program has 15 slots for individual states and only two slots currently remain open.78
