This program, which was created by SAFETEA-LU, authorizes public or private entities to implement variably-priced tolls for demonstration projects on selected IHS facilities. The purpose of the demonstration projects must be to manage high levels of congestion, reduce emissions in a nonattainment or maintenance air quality area, or finance additional lanes to reduce congestion. SAFETEA-LU authorizes fifteen projects from 2005 through 2009.80
