A REOI may be issued during the project assessment and approval stage (see AIT P3 Management Framework: Assessment Process) to determine private sector interest in a P3 delivery, and to identify interested parties that can consulted during the development of the project documentation. A REOI is not part of the formal, competitive selection process.
