The REOI may be as simple as a newspaper advertisement but generally it is better to prepare a briefing document that provides high level information;
• General background on the project
o Location and nature of the work
o Current status
o Consultants and advisors already retained by the department and ineligible to participate in the opportunity.
o Reference material and websites.
• An outline of the proposed transaction process and anticipated timeline (if known)
o DBFO arrangements including performance standards and performance payment.
o Selection process (RFQ, RFP)
• How interested parties can submit their interest in participating in the opportunity.
o Requested information
o Department contact
o Date for submission
• Input opportunities on various aspects of the transaction
o Workshops and consultation meetings
o Surveys
o Comment and review of draft documents
