Typically the key Performance Standard (as defined in the Output Specification) for a RWTP is the diversion of Contract Waste from landfill. This reflects the Authority's key objective of moving up the waste hierarchy by recovering energy from waste rather than resorting to landfill. This can be achieved through a straight Energy from Waste (EfW) solution or pre-treatment of waste to create a fuel to be used to produce energy.
The Diversion Performance Deduction provides an incentive for the Contractor to meet the Authority's key Performance Standard for tonnages of Contract Waste between the Minimum and Maximum Tonnages.
