Generally speaking, it is not considered appropriate for RWTPs to include any mechanism for implementing deductions relating to poor user satisfaction as the facilities contemplated are not public facing. Where projects include facilities that are public facing then, in accordance with Section 7.9 of SoPC4, such a mechanism should be included. However, the deductions arising should be proportionate to the amount of the Unitary Charge that relates to the public facing element of the service.
