A core principle of the Payment Mechanism is that the Authority should not pay the Unitary Charge to the Contractor until the Acceptance Test Certificate for the facility is issued. However, prior to that point, the Authority may need to pay either an Interim Services Payment and/or a Commissioning Payment.
