Some projects may have an interim service period, where the Contractor takes over the provision of existing services prior to completion of the facility. In accordance with the principles set out in this guidance, the payment for services should be linked to the service that is being provided.
During the interim services period, it is likely that the service provided bears little resemblance to the service that will be provided once the facility achieves its Acceptance Test Certificate. Therefore the Authority will need to consider which elements of the Output Specification will apply during this period. It may be appropriate for specific Performance Standards to be developed which relate specifically to the interim service period.
