An approach now being used by many Authorities is to develop a descriptive document, which includes the key principles of the Payment Mechanism. This document is included in the "Instructions and Guidance to Bidders" section of the ISOS. The descriptive document sets out the key aspects of the Authority's proposed Payment Mechanism for the short-listed bidders in a clear and succinct way. It should include the base case waste flow forecasts and an indication of the Authority's preferences in relation to the definition of Minimum and Maximum Tonnage. It is not sufficient for Authorities just to
include a copy of either Part I or Part II of this Module 4 without giving due consideration to the project specific issues that will impact on the development of the Payment Mechanism.
