In the ISOS evaluation the impact of any comments made by the bidders on the Payment Mechanism principles paper should be taken into account. There may be an impact on the relative evaluation scores if the submissions indicate a material difference between bidders in relation to their readiness to take on risk (e.g. through their comments on the Minimum and Maximum Tonnage definitions). Authorities should be aware that bidders will not have developed financial models at this stage and are not in a position to perform any meaningful testing of the impact of the Payment Mechanism on the SPV's finances.
In addition, comments offered by the bidders may indicate areas where the principles paper is not entirely clear and this can be useful to consider when the Authority or its advisers develop the drafting at the next stage.
