Final tenders should not include any further mark up of the Payment Mechanism. However the evaluation of the final tenders will still need to reflect differences in the position agreed with each bidder on commercial principles. Hence the evaluation process should incorporate an assessment of the different Payment Mechanism Schedules agreed with each bidder.
During the evaluation period the Competitive Dialogue process allows fine-tuning of the tenders but it is recommended that this is kept to a minimum.
