Under guidance of the PPPUE Global Programme Management Unit, the study was undertaken by the Institute for Housing and Urban Development Studies (IHS), Rotterdam, The Netherlands.

Initial results of the study were presented at the PPPUE Global Partners' Meeting held in Cape Town from 20 to 22 October 2004.
