National Programmes and Innovative Partnerships Grant

The first phase of PPPUE National Programmes and IPG initiatives have focused more on setting the right framework (awareness, capacity, relationships, policies and legal frameworks) than on direct implementation. Three National Programmes for PPPs involving the national level and multiple municipalities are supported by PPPUE in priority countries selected in 2001. The IPG mechanism provided catalytic grants on a competitive basis for three purposes: developing policy, legal and institutional frameworks for local PPPs; building local capacity for PPPs; preparing and designing innovative PPPs. Nearly 200 proposals were received of which 11 were funded following competitive process.
