In 2004, the UNDP commissioned the Institute for Housing and Urban Development Studies (IHS), Rotterdam, The Netherlands, following a competitive process, to undertake a global study to identify lessons learned (both positive and negative) from the PPPUE supported initiatives, including the National Programmes and IPG projects. The objective of this project is to collect, analyze and document the lessons of experience, both positive and negative, which have been gained through the implementation of PPPUE. These documented lessons are intended for wide dissemination in the UNDP and its partners network in order to assist in developing the capacities of local actors around the world to design and implement pro poor partnerships. The lessons form part of a suite of tools developed by PPPUE in support of its capacity development objective. The target audience is UNDP Country Offices, national and local government decision makers, private companies and NGOs engaged in public private partnerships to increase the access of the urban poor to basic services. The lessons are intended to inform policies on local level PPP and the design of future PPPUE projects.
With support from UNDP and IPG stakeholders, IHS mobilized internal and external regional expertise during September and October 2004 and undertook study visits to the three National Programmes and seven of the IPG projects.
