Study Methodology

The study was conducted in three phases. First, extensive interviews and discussions were held with the global programme management team and the regional experts advising and guiding the programme regionally. These interactions took place at several occasions during the period of the study.

Second, individual studies were undertaken of each of the selected IPGs and the three National Programmes. Each of these studies followed a common format and methodological approach. A site visit was undertaken to review practical achievements and to assess the physical context of the project. Semi-structured interviews were held with key stakeholders involved. The main stakeholder groups consulted were:

o  Relevant UNDP project personnel.

o  Main implementing agents.

o  Relevant representatives of municipal and/or national government.

o  Community or community organization representatives.

o  Private sector representatives.

In addition where relevant other organizations or experts who had been involved directly or indirectly were consulted. Stakeholder groups were interviewed separately to ensure that an open and balanced perspective was gained. Individual reports were compiled, which included specific lessons learned with regard to that specific country or project.

Third, the results of the individual country and project studies were reviewed and analyzed collectively. In this analytic stage, a team of experts at IHS reviewed over a series of analytic workshops all of the individual studies and identified common and generic themes and issues emerging. The initial results of this analysis were presented at the PPPUE Global Partners' Meeting in Cape Town on 20 - 22 October 2004 at which a significant selection of PPPUE programme representatives from participating countries were gathered. Substantial response on the issues raised in the study was achieved during discussions over the three days of the meeting. The results of this feedback were fed into a second analytic phase. The team of experts at IHS again reviewed individual studies together with feedback from the Global Partners' Meeting over a final series of analytic workshops. During this phase of the analysis additional emphasis was placed on identifying core lessons learned regarding pro-poor PPP initiatives at both national and local levels. This final report includes the individual country and project studies, the individual lessons learned as well as the generic lessons identified for the programme as a whole.

This study is focused on identifying lessons learned from the projects and countries participating in the first phase of the PPPUE programme. The study did not examine other PPP case studies beyond those under the programme itself. However, the participating experts have considerable knowledge of the PPP field and international experience in this regard.
