Following this introductory section, the report is structured into four main parts as follows:
Part 1 - Ten "Do's and Don'ts" of Pro-Poor PPPs
In this section a limited number of key suggestions are made regarding pro- poor PPPs. These include "Do's", in answer to the question "what actions were noted in the PPPUE projects and programmes that worked well to foster pro-poor PPPs and should be encouraged?" They also include "Don'ts", in answer to the question "what actions were noted that reduced the effectiveness of pro-poor PPPs and should be avoided?"
Part 2 - Recommended Approaches for Establishing Effective Pro-Poor PPPs
In this section the overall recommendations regarding how to establish more effective pro-poor PPPs in basic urban services for the urban poor identified during the study are summarized.
Part 3 - Review of Global Lessons
In this section, specific lessons learned during the implementation of the PPPUE national programme and IPGs are identified. These lessons are the global and generic lessons which were noted to cut across the various specific country, project and sector experiences.
In this section, a series of overviews are provided on specific country and project experiences covered during the study. In each case a short description of the project is provided, followed by a description of specific experiences.
