Pro-poor PPP practitioners often ask what are the key ingredients to make pro-poor PPPs work? What has the experience of the first round of PPPUE projects and programmes taught us in this regard?
Extracting Do's and Don'ts is usually a controversial issue. Development processes, and this certainly applies also to pro-poor PPPs, are usually more complex and nuanced than a simple set of such instructions can capture. Nevertheless, from the global experience in pro-poor PPPs supported by the PPPUE programme, a number of key issues appeared to emerge fairly consistently across the various countries, service areas, and urban contexts involved. These key issues may be quite useful to guide practitioners involved in future pro-poor PPP efforts, but should of course be viewed with due caution.
