PART 2 - RECOMMENDED APPROACHES FOR ESTABLISHING EFFECTIVE PRO-POOR PPPs

The first phase of PPPUE national programmes and IPGs has generated significant global learning regarding the formulating of pro-poor PPPs in basic services for the urban poor. This has greatly increased the pro-poor PPP experience base internationally. The study noted that the pro-poor PPP approach is consistent with achieving the Millennium Development Goals, and especially for localizing partnership approaches for development. Below, several main recommendations and observations regarding formulating future PPP enabling environments and practical pro-poor PPPs are noted. This section is divided into:

o  Considerations for national pro-poor PPP initiatives.

o  Issues for local pro-poor PPP initiatives.

o  Concerns regarding external support of pro-poor PPP processes.

o  General recommendations following the standard PPP dimensions investigated in the study.
