The previous three sections have looked at recommendations and observations from the national, local and external perspective. The study also utilized a number of standard dimensions of PPP (see Part 3 for a full description) as a framework for the individual studies and subsequent analysis. Key findings regarding these dimensions are noted below. Several of these issues of course crosscut the national, local and external findings identified in the previous three sections.
