Maximising pro-poor benefits

  Basic services are critical to the livelihood of the urban poor. The focus of pro-poor PPPs on such basic services should be retained as it directly helps in poverty alleviation

  Pro-poor PPPs potentially provide benefits to the poor at multiple levels - short term and long term, direct and indirect

  Supporters of pro-poor PPPs should recognise that PPPs are a new approach in most cases and requires changes in attitudes, skills, policies and relationships - fundamental systemic change. This takes time initially but in the long run results in maximum impact. Approaches which combine systemic change with tangible short term actions are often appropriate
