Building capacity

  PPP awareness-raising and capacity building is clearly important. Better market segmentation between those needing awareness raising, and those needing higher technical capacity building, should be undertaken. Different mediums are required for each

  Generally, capacity building interventions should be made practical (technical) and should be linked in a phased fashion to the actual working stage reached in developing and implementing a pro-poor PPP

  Practical demonstration is very powerful and should be used wherever possible and feasible - seeing projects in practice through visits, videos, short practical descriptions and so on

  The PPP toolkit provides good practical guidelines on establishing PPPs. In addition sectoral models and examples could be provided such as how to deal with solid waste through PPP arrangements

  Practitioners must ensure municipalities, communities and other relevant parties have the real and practical capacity to regulate or manage contract compliance of a PPP
