Smoothing the PPP process

  Processes should be clearly conceptualised and should have a clear PPP output objective - they must lead somewhere

  The right stakeholders must be adequately represented, and at the right times, and the process should not be dominated by one partner

  Identification of future PPPs can be done during a wider neighbourhood or city- level planning and consultation process. Undertaking a city-level PPP business planning exercise is a good approach
