3.1 A key issue is the readiness of the private sector to get involved. The level of activity and organization of the private sector strongly impacts on PPPs.
3.2 The community sector needs to be on board through bottom-up approaches promoting ownership.
3.3 An effective capacity building strategy (and awareness-raising) at both national and local level was often mentioned as a necessary pre-condition for subsequent PPPs. The PPP concept needs to be understood and popularized.
3.4 Many actors have roles to play in PPPs, although backing and active involvement of the Ministry of Local Government (or similar) was especially important. Businesses often insisted on national 'approval' or guarantees.
3.5 Establishing a clear policy and legal framework (national and/or local) strongly fosters a PPP enabling environment. It gives clarity, certainty and removes constraints.
3.6 Trust and mutual understanding between partners is key. Often it does not exist, there is no history of 'working together' and no communication channels.
3.7 Clear and consistent political support from government (national and/or local) helps PPPs.
