The Project Document proposed the enhancement of capacity building of key stakeholders for the institutionalization of a Joint Management Unit. The project was not intended to provide services or develop any kind of infrastructure work in the settlements. It was supposed that once the Joint Management Unit was established possibilities of concrete action would be considered. The final objective of the project was the consolidation and institutionalization of the Joint Management Unit.
