Private Sector and Community Involvement

IIED played the role of broker throughout the entire project. The Municipality of Moreno shared operational tasks, provided facilities and collaborated actively in the sharing of roles and responsibilities. Even though community organizations showed interest and commitment to the activities proposed by IIED, a genuine sharing of responsibilities did not occur. The private company in charge of providing water and sanitation services remained at the margins of the process and was unwilling to play a stronger role.

The experience of the project in Moreno unequivocally shows the importance of ensuring that all key partners are on board. If this is not the case, the process is likely to be derailed and to loose momentum. Efforts should be directed at creating the necessary conditions for the meaningful participation of key actors.
