The Municipality of Moreno increased its organizational capacity concerning water and sanitation issues through the establishment of transversal links connecting bureaucratic offices and functionaries. The activities of the project contributed to uncover a number of poor practices resulting in the mismanagement and waste of scarce resources.
Community organizations improved their management capacities in administering the autonomous water systems thanks to the activities of the workshops. For example, the maintenance of electric water pumps is a central task concerning the management of autonomous systems. The workshops revealed that with an improved management of water it was possible to rationalize the use of water pumps. Concrete results were the reduction of power consumption and of pumps deterioration. The increased awareness of water and sanitary issues within communities increased the acceptance of the idea of user charges.
