The project highlighted the importance of including all the key partners from the beginning of the process. For example, the decision to include the representatives of community organizations only in a second phase in order to validate the map of water resulted in a delay in the process of reinforcement of trust and reciprocity. However, the short time frame of the project hampers the attempt to build up strong relationships between stakeholders. It should also be noted that AGBA withdrew from the project. The absence of a key actor represented a severe problem for the PPP arrangement.
In order to ensure the success of a PPP project it is important for all key partners to be equally committed to the project. Beyond the signing of a formal agreement in the initial phases of the process, AGBA was not really interested in taking part in this partnership. The manager of the company who participated in meetings and discussions did not have real decision making powers inside AGBA and eventually left the company. The regulation inconsistencies facilitated the disengagement of AGBA as this did not have any legal obligation towards the municipal government. Grey areas in the concession contracts and regulatory bodies also promoted the disengagement of the regulatory agency.
PPPs constitute an innovative practice in Argentina. In this regard, the institutionalization of a joint management unit represented a challenge for the project. Difficulties included the lack of previous similar experiences and the novelty of the issue for authorities, legislators, corporate managers and citizens. The actions of the IIED and the Municipality of Moreno were directed at setting up a local water authority in the district. However, up to date this has not been accomplished.
The project also suffered because of the lack of any demonstrative effect. As no concrete results could be seen on the ground, stakeholders lost faith in the concept being proposed to them.
