Problems concerning the concession of water and sanitation public services represented a crucial obstacle for the success of the PPP arrangement in Moreno. Regarding the concession, the influence of the Municipality of Moreno is limited given the fact that the municipal government is not the counterpart of the contract and the regulatory agency is not located in the area. The counter part is the provincial government and the offices of the regulatory agency are located in the capital city of La Plata, far away from Moreno. This explains why the private company was not committed to the process and to the establishment of a PPP arrangement.
