The project was a 1-year programme, which ran from March 2003 to March 2004. The programme was aimed to develop the capacities of the Jakarta members of Parliament and various private and NGO entities to become effective partners for water and waste management services to the urban poor.
Although Indonesia has experiences with private sector participation in municipalities since the 90's, this was not yet done through transparent and competitive tendering and thus did not actually lead to more effective and efficient delivery of services. The Presidential Decree no. 7 of 1998, which facilitates the provision of PPP agreements for urban infrastructure, as well as the Regional Autonomy Act (Law 22/2000), which decentralizes powers to local government, has opened avenues for local government to promote partnerships between the public, private and civil society sectors.
The main challenge however is to build trust between the parliament and private sector and convince the private sector to shift its focus from large scale investments in infrastructure, industrial, tourist and high-income residential developments only, to local urban service delivery for the poor.
The PPPUE project was implemented in partnership with the Jakarta Parliament (DPRD), Jakarta Municipality, National Association of Local Legislatures and civil society organization. Individual consultants were contracted for providing support in capacity building programmes and case study development.
