The programme aimed at building the capacities of Parliament members and other stakeholders in identifying and designing public-private partnerships to address water and waste services for the urban poor. That capacity is required to establish frameworks for local private investment and to ensure social and environmental sustainability. In other words, focus was put on creating an enabling environment for the establishment of PPP's. One of the aimed outcomes of the programme is a long-term strategy and capacity building strategy for parliaments. Secondly it is envisioned that the Parliament of Jakarta, once strengthened, and in its role as chair of the National Association of Local Legislatures, will be a model for other regional parliamentary bodies in Indonesia.
