To reach its goals the programme strategies were as follows.
o Assessment of the capacities of Parliament members, Legislature Association members, municipal executives, and civil society representatives in engaging with PPP and the development and implementation of a capacity building programme;
o Assessment of services delivery, poverty and socio-economic conditions to identify main environmental concerns for 4 pilot sites in Jakarta Pusat and identification of PPP opportunities in these areas;
o Establishment of stakeholders working groups and organizing seminars and workshops;
o Establishment of a core, Permanent Working Group at the Parliament, which will serve as advisory group with stakeholders from civil society, private sector, community experts, professionals etc.
