Implementation

At the introduction of the project, the PPP partnership was approached in a step-by-step way, in which the Parliament decided to start with the involvement of the civil society and only at the longer term is prepared to include the private sector.

The Jakarta Parliament was the overall manager and implementer of the project. The capacity needs assessments were facilitated in workshops, which included legislative (parliament members), executive (municipality) and civil society representatives. The training was focused on environmental awareness, environmental governance, good governance, community participation and decision making skills development. The environmental assessments took place in 4 pilot sites and resulted in case studies, which form the basis on which to identify PPP opportunities. Each pilot area's working group in which all stakeholders participated, discussed these results in seminars. Identified issues like flooding and solid waste management have been put on the agenda of the core Working Group, also called Caucus, which after the project's completion is now continuing under the IDEN project of the Ministry of Environment.
