Pro-poor policy and action is still trusted to be the area in which the public - civil society (community & NGOs) partnerships dominate. The private sector is not yet seen as a pro-poor partner, but rather as an actor interested in large-scale infrastructure projects requiring significant financial investments. One is aware of the existence of many informal partnerships between community and business at neighborhood level, which contribute to poverty reduction, but these informal small & medium businesses are not yet seen as a real partner within a PPP at local government level. Because the private sector was not yet invited in the discussions or training activities, their perspective on engaging into pro-poor partnerships, or how they see pro-poor partnerships and what they expect from them could not be shared yet.
