The lack of a clear legal framework and policy guidance for PPP has hampered the promotion of PPP in Indonesia. Related to this is that there is not enough trust built yet between the private, public and civil society partners. Due to not knowing each other and lack of collaboration there still exist some skepticism to each other and to what the benefits are of partnerships. The project has made a start to change this perspective through emphasizing awareness creation and capacity building.
