Indirectly the needs of the poor are addressed through improved decision-making. Since the programme is a national programme focused on capacity building and creating an enabling environment, no concrete projects have been undertaken yet. However it's important to note that the decision-making process has improved through the Working Groups, which were set up in each of the 4 pilot areas. In these Working Groups, NGOs are representing the urban poor by bringing in the identified poverty issues on the agenda of the Parliament. The Parliament is responsible for policy and legislative development regarding urban development.
On the other hand, the training activities have also included civil society and high school students, which have been involved in assessing urban issues in the pilot areas. Especially the problems on flooding, solid waste management and water have been identified as critical issues for the urban poor. The next step should be, to use the outcomes of case studies, together with a inventory on existing PPP's at local level, to develop concrete projects.
