As stated earlier the private sector has not been involved yet in the Working Group activities, discussions or training programmes. Reason is that the project's stakeholders prefer to develop PPP's step by step, starting with the participation of the civil society. The whole concept of good governance and shared decision-making is a rather new issue for parliament to deal with after the new Regional Autonomy Act - Law 22/2000) was introduced. In addition, they prefer to have the necessary frameworks for private sector involvement in place, before involving this sector into a partnership agreement. This relates to the earlier notion of trust between partners.
