The project intended to guarantee its sustainability with the developed exit strategy, which has transferred the established and permanent Working Group under the IDEN project under the Ministry of Environment, which will facilitate the Working Group meetings and operations. The Working Group is operating on an internal budget line of the Jakarta Parliament, and will continue to take place in the Jakarta Parliament. The Working Group members intend to benefit under the IDEN project from capacity building programmes on decentralization and environment. Furthermore they will continue to advise the Parliament on issues regarding environment, urban poverty and PPP opportunities in these areas.
Replication of the Capacity building PPP project was build in the project design through the inclusion of National Association of Legislatures, which the Jakarta Parliament is chairing, and which will be instrumental now in replicating the Working Group (stakeholders group) in other regional associations of legislatures. This replication of Working Group model would only be a first step towards PPP approach; it only helps to enable the environment in which PPP can take shape.
With respect to capacity building, the lasting impact of the capacity building activities might be limited, due to the Indonesian elections, which took place exactly in the year of this project. Not all members returned into Parliament, which shows the importance of a structural capacity building programme for elected members.
