Capacity building was the main component of the project and was in particular important as an awareness-raising activity. After all, the project was an important tool to introduce PPP's and change attitude among the different stakeholders about PPP's. The training activities did not only include the legislative representatives (members of Parliament), but also the executive representatives (municipality) and civil society. This construction of assessing the capacities of each of the stakeholder with respect to environment, governance, PPP, and the developed training activities to address the gaps was useful in bringing the stakeholders together and getting to know each other as partners. Especially to reach out to the members of Parliament, who have to design and develop the frameworks for PPP, the participation of different stakeholders was important.
The awareness creation between different stakeholders was strengthened by organized discussions on issues identified in the 4 pilot areas, as well as awareness-raising activities at the community level. Unfortunately the elections have limited the capacity building impact. The project therefore realizes that a permanent capacity building programme for awareness creation on PPP's to change perceptions and attitude is necessary. In addition capacity building programmes should be developed, in which the members of Parliament are provided with the necessary tools, instruments and content to design and develop PPP's.
