The short time period of the programme, which was 1 year, limited capacity building to a level of awareness creation on PPP approaches, in particular attention was given to community participation, decision-making processes and identified environmental issues. Although the private sector was not involved in this programme, there was a good representation of the involved stakeholder groups, which met on a regular basis for capacity building and environmental seminars. Important is that the Jakarta Parliament, which was the main stakeholder and the implementation agency, played an important role and guaranteed the participation of parliament members, which was high. Especially the attention given to decision-making processes was of importance to these members. At the same time though, the Indonesian elections took place exactly in the year of project implementation, and many members did not return in Parliament, which therefore shows the importance of a structural capacity building programme for elected members. Though an exit strategy was developed for the stakeholders Working Group, which will continue to meet under the IDEN project, there is not yet a clear follow up strategy plan regarding capacity building programme.
