Institutional Issues

The first action taken in the project was the establishment of the Project Management Unit at the Jakarta Parliament. The Jakarta Parliament secretariat, which is the executing agency, also established a steering committee to monitor the PMU performance. Parliament secretariat staff was seconded as project staff to PMU. It was beneficial for the organization of project activities and meetings that the PMU was situated at the Jakarta Parliament, since it had enough resources, it helped in having commitment of its members in the capacity building programme and it could be closely linked to all the central and local government organizations, At the same time though it might also have limited the participation of the private sector. In other words, it was very much a Jakarta Parliament driven project.

The Working Group (caucus) which was established with the relevant stakeholders from parliament (elective), municipal (executive) and civil society sector has a permanent structure to institutionalize its role as advisory and resource partner in designing policy and in addressing environmental and urban issues. Again it's a partnership between government and civil society, the private sector partner is not yet represented. A budget line was developed in the Jakarta Parliament for the project, and they have proposed to the IDEN project under the Ministry of Environment to adopt the Working Group (caucus), including part of the budget costs under the provision that the Working Group will support implementation of IDEN. The Jakarta Parliament will sustain the budget line for parallel funding of operational costs, site visits and so on.
