Although important new legal framework was developed since 1999, with laws to support good governance and public-private partnerships, including community participation (local regulation 7/2001 under Law 34/1999 and law 22/1999), the Indonesian parliament and other local governance still misses the practiced and regulated mechanisms to work within this framework.
