Governance and Accountability

The PPPUE project has been an important step in building capacity of members of Parliament on issues like leadership and management and on awareness creation on environment and (good) governance. Under law 22/1999 e.g., the Parliament is expected to implement check and balance activities to support the principle and practices of good governance. Although the often questionable capacity of Legislative candidates (members of Parliament) has been a main issue of parliamentary capacity, there is no regulated mechanism of recruiting system in political parties, in terms of management and leadership capacity. Also, there are not many political parties yet with an environmental related agenda and few politicians place environmental management, PPP and governance as priority in his/her political agenda. Lastly, the role and responsibility of municipal councils has been regulated by local regulation 7/2001, the PPPUE has created awareness in the need to have a practiced and regulated mechanism to appraise their performance in governance.
