Goals

The programme aimed to promote waste separation and recycling and to create new partnership arrangements to facilitate these activities. The intention was to improve living conditions for affected neighborhoods by improving the collection of waste and by generating income for the community through the sale of separated waste. The programme also aimed more generally to create better relationships and understanding between communities, government and other players in the waste sector.

More practically and in the three pilot areas, the proposed PPP arrangements that emerged were based largely first on improving waste separation through community education and awareness raising. Second, on designing various approaches for the collection of separated waste. And third, on the sale of separated waste to established waste recyclers and use of this money for community improvements. In addition, attention was put on waste composting in the Kampung where such activities are possible.

The overarching intention was to create models for separation and recycling PPPs that could later be transferred to other areas. This was intended to support overall improvement of waste management in Penang.
