The projects were conceptualized in the framework of wider policy development regarding waste management and recycling in Penang and Malaysia. Some differences in approach exist in this regard between the Penang state government and the national government. The projects did not encounter specific legal obstacles and the lessons from the project should inform higher policy discussions.
