Link where applicable pro-poor PPP initiatives into wider service systems and partnership arrangements

Analyze whether the PPP will be sustainable in the longer term without external support - look at its operational structure, financial flows and so on

Don'ts

Base PPPs too strongly on voluntarism

Appeal only to the social responsibility or charitable motivations of the private sector

Implement a PPP without considering the impact on existing industry players and systems

Invite a company to be private partner without using competition or tendering
